) write something on your image. It doesnt matter if you can see it or not; the 3d text effect will make it more visible.
Make a new layer. (Layer » New » Layer)

Now, go to Layer » Layer Style » Stroke Change the stroke color using the dropper tool and change the stroke size to whatever you think looks best.
Now, click on Bevel & Emboss on the left side & Apply a Drop-Shadow. Now you're done!! You can even add brushes, patterns, or color fills for a cooler effect.
